COMMERCIAL COMBINATION INSPECTOR
 
TOWN OF HILTON HEAD ISLAND
 
 
We have an immediate opening for a Commercial Combination Inspector in the Community Development Department. The department’s goals include planning for responsible future development and promoting an enhanced qualify of life that reflects the unique history, culture and diversity of Hilton Head Island.   
 
The employee in this position performs inspections of construction projects to ensure compliance with all commercial and residential codes as required by law and regulation and established Town construction practices and procedures.   The ability to maintain effective working relationships with the Building Official, other Town employees, contractors, and the general public is essential. The position currently reports to the Codes Inspection Administrator. 
 
This position participates in a fast-paced environment and excellent communication, organization and time management skills are necessary to successfully complete daily assignments.     Specific responsibilities include, but are not limited to:
 
  •  Conducts inspection of construction projects for compliance with all commercial, industrial and residential Building, Plumbing, Electrical, and Mechanical Codes as adopted by the Town, the Land Management Ordinance, and FEMA flood requirements, and ensures construction is in accordance with approved plans, including completing job site reports of specific violations, and documenting inspection history in Permit Tracking Program;
  •   Documents and maintains complete and accurate records of all inspections and any regulatory actions taken, including preparing written reports and correspondence, and issuing notices to correct code violations     
  •   Interprets codes requirements/regulations and explains permit/compliance conditions to developers, engineers, architects, property owners, the general public, and other interested parties as required;            
  • Responds to any problems, questions or comments from concerned parties and takes appropriate measures to ensure resolution in a timely and courteous manner;
  •  Investigates complaints regarding unauthorized or non-compliant construction and issues “stop work orders” as necessary
  • Monitors and enforces the Town’s addressing ordinance as required;
  • Takes photographs of completed signs and issue Notices of Compliance; enforces the sign ordinance; conducts regular sign patrol; notifies owner of prohibited and non-permitted signs; issues notices; maintains and organizes signs files and logs; takes appropriate action to ensure compliance, including referring cases to code enforcement; educates the public concerning sign regulations; issues tickets when necessar           
  • Compares as-builts of completed single-family development with the approved plans and works with Code Enforcement Officers if the as-builts are not in compliance with the approve plans;
  •  Inspects tree replanting for compliance with non-development tree removal approvals            
  • Initiates inspection and enforcement of potential LMO violations and provides demonstrative evidence or expert testimony as required;
  • Performs other regulatory enforcement activities as necessary.
  •  Provides inter-department and intra-departmental cross training instruction and guidance in inspector’s field of specialization, including managing on site team inspections, tutoring other inspectors in preparation for certification exams, and providing information and advice to other Town staff;
  •  Participates in post disaster recovery plan, including conducting on site inspection of properties following disasters such as floods or hurricanes, assessing structures for damage, and determining safety and habitability of all structures;
  •  Performs flood plain elevation inspections in conjunction with the Floodplain Administrator;
  •  Performs the duties of Plans Review Administrator and/or Codes Inspection Administrator in his/her absence. 
 
To be considered for the position, candidates must have certification as a Commercial Combination Inspector in all four model codes or Building Official certification, the ability to acquire SC G1 or G2 registration prior to start date and a valid driver’s license. In addition, the ideal candidate will also have at least 10 years of inspections experience (including large commercial/multi-family projects).
